Tis a programme called Paint.NET, it's like a basic photoshop, and it's free, so it's all good. Just Google Paint.NET and download it from one of the top results, you may also need a .NET framework from the Microsoft website, but it's free aswell.

There's probably a tutorial somewhere, but i just fiddled around with it for a bit, its not exactly hard to use when you find out where things go.

Ah, that's my problem. I'm horrible/ridiculously lazy when it comes to computer programs like that. Even paint. ^^;
